My thought is to save Parallax -- he is so powerful -- for the end and make his cost 20 and his victory points 10. But you could choose any SV and tweak the cost/victory to your liking.
As much as I enjoy the fast pace of this game, one epic final battle could add even more excitement.

Personally, I love Parallax's effect too much to leave him for last. I'd choose Captain Cold or Brainiac as the last one, leaning towards Captain Cold so it'd be harder to kill him if you didn't defend.
