Yes and no.
While I am one of those who think he is quite gimped, the going first paired with a decent amount of cards which has drawing power (and every location) could mean an extra card every single turn. You could really use it to your advantage.
I cannot say I haven't used it well myself. Still not one I would go out of my way to pick but hey if you are drawing random starting heroes you can still kick some tail with him if the board allows.
