It's a cooperative game that you can choose to play competitively — and I've certainly heard it argued that it's more enjoyable as a game to play it competitively (though I disagree).
The Hulk card that hurts players is thematic. The Hulk is difficult to control. He rampages. Beyond that, it is easy to harness the power with other cards in the game, such as Wolverine, that discard wounds. More powerfully, players can (and should) combine it with the Hulk card that channels wounds into more attack power.
I've played both games many times. I enjoy both quite a bit, and I intend to keep them in my collection adding any expansions that are released.
But, if I had to throw games on the fire to stay warm, DC would hit the flames long before Legendary. Mainly because I enjoy the fact that Legendary more readily presents and conforms to a narrative (although not as well as Sentinels of the Multiverse). DC is thematic, based on card effects, but doesn't produce much in the way of narrative. That's something of a failing in a game based on comic books, in my mind.
Obviously, your mileage may vary.
