The more I think about this, the more I like the overall idea of a hot-potato deckthinner, but the worse an idea the latter point seems. Unless you seriously think that Superman needs something to bring him down to other people's level (he doesn't; he's pretty middle of the pack), this is a bad idea.
As a compromise, rather than naming Superman directly, you could have Kryptonite's negative value be based on how many Super Powers you have in your deck. That will most bother Superman, but could also be a big problem for others. Plus, apart from Kicks, the powers are all Superman's anyway.
It would make Supergirl even worse though.
