Just throwing out an idea here- what if they changed him to say whenever you draw a card, you may discard a card that costs 1 or more from your hand to draw one additional card. That way you cannot discard weaknesses and starters but you can discard something that may be less beneficial to draw something extra?
Would it be too strong if Flash start with only 4 Punch and 1 Vulnerability?
