I've play-tested Flash getting an extra card every turn and he becomes much more effective than all the other characters. If you think bout it, no other character can guarantee the use of their special ability every turn starting on turn one.
How about the Flash can discard a Punch to draw an extra card? This way the player would want to wait a few turns to use the ability. It would guarantee 7 draw cards in their hand, but at a little bit of a cost. Interestingly, this would affect whether players would destroy cards to streamline their decks. With this idea, they wouldn't necessarily want to get rid of punches.
