Why not just "you may draw a card and discard a card"? That would cut out the beginning of your turn business.
It can work both way. In my way, Flash would get more choice, but of course if this is too strong, then your vision will be better.

I don't see the point of the "total cost less than 2" restriction. If you've got better cards, why wouldn't you be playing them?
Basically, it means you can only do this by discarding starter cards, and maybe a few 2-cost card. Of course, this seems overly complicated, at least in the wording.

You really can't do it as often as you like, because this is basically a way for Flash to cycle their deck until they have all the good card they want in their hands.
