That's not luck. That's math. Compare the unknown of drawing a card vs. the known of +1 power. Unless you have a whole bunch of Weakness cards, there are only 3 cards that will give you less than +1 power in your deck, the 3 vulnerabilities you start with. The further you get in a game, and the more cards you get in tour deck that are more than +1 power, the more valuable a draw ability becomes.
Cards that grant a draw benefit EVERY character. Savvy players realize this and also know there are very few cards available that grant a draw. so they will grab a draw card as often as they can, often taking those cards away from the Flash player. If there were more cards that grant a draw, then Flash would be great. But Flash simply will not be able to draw as often as a Cyborg and will have less power at the same time.
If you take two players of equal ability and play 1000 games using Cyborg amd Flash, the Cyborg player will, statistically speaking, win many more games than the Flash Player.
