I really don't see the problem with the card. I've played games where people had the card and were incredibly unlucky and had no discard pile when MoS came up. Happened several times. He is still +3 which is not bad but you do need some luck to actually have Superpowers available when he comes up.Actually one time I played x-ray vision and MoS was in the someone's discard pile so I could play my quite huge discard pile and totally annihilated the other player. MoS CAN be powerful but it's not a game changer per se. Ok, if you get MoS, Parallax and Clayface in your hand at the same time, other players should just quit but how often does that happen? That would be a one in a million hand.
