If it said an "additional 2 less" then sure it would be cumulative. So something to decide upon before it comes an issue.

All modifiers are cumulative as mentioned by one of the designers above. It's a pretty common wording in many TCGs where almost all modifiers stack. Think of it like using multiple coupons that make something cheaper.
