Man of Steel is incredibly fun as printed. It is flavorful, powerful, and extremely satisfying to play. When the card was altered to limit the number of Super Powers or the specificity of the Super Powers it returned, that feeling was lost. While our goal is to bring a more advanced level of play to this casual game, we do not want to accomplish that at the expense of anything that makes the game enjoyable and great. Placing MoS into the Super Villain stack does mark a significant change, but it preserves the flavor and enjoyment of its printed text.
If this seems like too drastic of a change, try it out during your next few games. Let us know what you think! Play-testing is always an effective way to reach this sort of conclusion.
Changing how people get a broken card doesn't fix the card.
Moving it to the Super Villain pile makes no thematic sense. But there's no reason you couldn't give it a First Appearance effect in the Line-Up.
If you don't want to dial down its Super Power grabbing, you could ditch the +3 Power instead. That would at least make it slightly situational and not just an automatic buy.
