Denial also depends on the number of players.
In a 2 player game, denial can be as good as building up your super-hero.
In 3+ player games, if only one player goes for denial, he's screwed (and the denied player as well).

In my last 2p game with my wife, she played WonderWoman, and I played Starfire. She didn't buy any (or almost any) super-powers so I couldn't trigger my ability, while I tried to get some villains and bought that Location (+1 card when playing the first villain). Then, everyone focused on other things other than his power: she bought several Heroes with 2 Green Arrow's card (so she got 5's) and many super-villains, while I bought lots of equipments and 3 Batman's belt card (5 points). She won 55-52. Close game of denial :)
