This is a great thought experiment, I wish more companies did this for their games.

I agree with the above poster about turns 1 and 2. Nth Metal and Catwoman/Lasso. I also agree that turn 3 is tricky, I wish all three had been a challenge like that.

I really like Swamp Thing, but I'm not sure that there are enough locations to reliably score that 3 extra power. If I had a lot of experience playing and I often seemed to end up with an early location, I would take him first.

Green Arrow would be my next choice. I like that TV show. Again, I would have to be secure in the knowledge that I usually end up with enough heroes in my deck.

The Bat Signal is third, if I feel confident that I have a hero in my discard pile frequenly enough that it wouldn't be wasted.

Last would be Kick and Two Face, as suggested above. I'm personally disappointed that Two-Face isn't 2 power or 2 victory points. Every number on that card should be a 2.
