You are correct that it doesn't make any sense of combat. That is a serious issue with the game.
You can alter the wording to make yourself feel better, but the game kills any idea of combat. The villains even help you as you attack them. That is dumb. Even Loki does it. Dumber.

So I think we agree. Dc does a better job with villain attacks.
