Hello Falcons,
I just played a game with the On-Patrol Variant. It allowed a few more buys, a few of which were important, but we didn't hit any attacks.
Given the choice, I'd probably go with "On Patrol" as a standard. It is optional whether you turn up that new card, so why not?
