If it does turn out that buying the most points you can to the exclusion of all else is the #1 win all strategy (only time will tell if it is) then I would look at a house rule: person who defeats the Most Super Villains wins. Deck Points are only counted in case of a tie. That may be a little too simplistic or counter to the ideals of the game, but it is just my first thought on the matter.
Not needed. I've tried this "points strategy" a couple of times now. What ends up happening is that in the late game you draw 5 card hands that generate about 8 Power, as you spent your first 10 turns buying as many cheap points as you could, which means a lot of 2's and 3's, which don't generate much Power.
Meanwhile, my opponents are hitting their combos and their bigger cards are getting them to the 10+ Power you need to consistently take down Super Villains.
The strategy is probably only viable in 2-player. It certainly is not in 4-player, to my experience now.
