Sounds like you aren't aware of how this game works. Cards in the line up are replaced after they are purchased (either immediately or at the end of turn, depending on variant), and there isn't any means to stop anyone from buying whatever is available if they have the Power to pay for it.
It just so happens, that Suicide Squad was available for her and she (for whatever reason) liked picking it.
But if you're aware of some rule that allows you to prevent another player from choosing a particular card in the lineup on their turn, please feel free to point it out.
