I understand that you're saying. I think it would depend on the difficulty that exists in the game. If it is very challenging and you really need to have a well built (tuned) deck, then perhaps the combo would be needed.

As it stands now, this game is quite simple, and not at all challenging to defeat even the toughest Super-villains. So, as it stands I don't thin a Prep phase is needed at all. The game is very fast as is, and a prep/rest combo would enable you to make your deck very efficient, very quickly.

Given that Super villains in your deck don't produce ANY drag (like Monsters in TS often do), you'd be cracking the Super-villain deck every turn after the first few.

BUT, the game ISN'T difficult, and isn't likely to change in any major way, so I guess we're in "if only" land anyway. :D
