"Players must work together to successfully attack the evil Mastermind four times. If they do, then the Mastermind is beaten once and for all, and all the players win the game for the forces of good." It then goes on to explain how the player with the most victory points is the most legendary hero of all. Right there in black and white, it reveals it's primarily a cooperative experience with the players facing off against the game.

Right...there in black and white (actually, isn't it white on blue :p ) it goes on to say that THE HERO WITH THE MOST POINTS WINS. The first bit is just fluff. Doesn't mean a thing. If you left the "everyone wins" part out of the rulebook, nothing changes about the game. If you leave out "the most points wins", large parts of the game collapse as point scoring (the main focus of the game) becomes meaningless.

The fact that the co-op veers toward the easy side with three or fewer players is one of my critiques of the game, but I'm hopeful it will be addressed in the expansions, even with more "official" optional variants.

Playing co-op, you can probably get about 5 times the attack power as in a competitive game in a comparable amount of time. The two playstyles just don't function together.

Legendary is a competitive game. The fact that is has a very minor cooperative element that can be safely ignored doesn't change that. Nor does the possibility of playing a cooperative variant.
