If you only added in this card, I agree that it would be a little disastrous, however if there were many more locations available, it wouldn't be so bad? Also how annoying is it when the only person to get a location buys Swamp Thing? There is nothing you can do to stop that.

Compare this to Man of Steel and you're way off. Man of Steel is 3VP, +3 Power and you get all the SPs from your discard pile. Admit it, how often is there more than 2 SPs to buy in the line up, and even then, what are the odds of getting this card in your hand just then.
