Sure, but it's ultimately a game about being flexible and opportunistically building synergies.
Targetted, undefendable destruction isn't the answer though.
I'd suggest making it a non-targetted discard effect and you get extra Power if anyone discarded a Location.
More importantly, it should be an Attack.

Compare this to Man of Steel and you're way off. Man of Steel is 3VP, +3 Power and you get all the SPs from your discard pile. Admit it, how often is there more than 2 SPs to buy in the line up, and even then, what are the odds of getting this card in your hand just then.


Man of Steel isn't a good example. It's probably the most overpowered card from the published game. Every time it's come up, the person who's got it has won. Every time.

Besides which, effect-wise, this is far closer to Princess Diana, who doesn't give any Power.
Admittedly, there are fewer Super Powers than Villains, but still.
