I agree that Man of Steel is not a great card, any time someone has managed to pull off a combo with it, they have had a ludicrous Power rating. However it is not an automatic win, it's as with the other cards, a matter of timing.
There are half as many Super Powers in the main deck compared to Villains, this has been a design choice due to the Kick pile that is out at all times. This greatly limits the odds of picking up a whole bunch of cards from the Line Up, don't forget this card will cost 8 Power to buy, and for that you're more than likely giving up buying two other decent cards or even the current Super Villain.
Personally I'd reduce the Power to +3, but removing it altogether would make the card underpowered for the price.
You're probably right, but 3 VP is probably still too much.
