Yes, he can put an Equipment from his hand (before he plays it) into the lineup and take a Super Power from the lineup, put it into his hand, and play it. Potentially a gain in cost of 5 (plus the ongoing effect of having gotten a better card that will potentially help you in future turns), and a gain in power of up to 4 (if you traded The Batmobile for Super Strength, for example).
However, if you compare that to, say, Martian Manhunter's +3 Power if he plays 2 Heroes or 2 Villains, and factor in how likely it is for their respective powers to activate, I think you'll find that Martian Manhunter's power will come into play much more often. After all, he just needs to play two Heroes or Villains--not too difficult if you've been buying them up, especially if you've got ones like Kid Flash or The Penguin. And, of course, there's even the possibility that he might play two of each, resulting in +6 Power! (Of course, that only helps him that turn, not forever like gaining a stronger card in exchange for a weaker one.)
But, Blue Devil must first get his hands on some cheap equipment, and then have it come up in his hand while a high-value Super Power is in the lineup, in order to make any hay with his Super Power--which is probably going to work out way less often.
Or, at least, that would be my argument. My logic could be flawed.
