I can't quantify the value of always going first, but Cyborg's card drawing is better than flash's card drawing.
1) the number of equipment cards in the mix is larger than the number of card-drawing cards by 33%. That's not a trivial amount.
2) Five of the card drawing cards are locations, which have awesome synergy with the flash. A few others, though, are situational (batmobile) or aren't guaranteed to work (two-face). Cyborgs's power works unconditionally with any equipment card. The batmobile, which isn't a guaranteed card for flash, is a guaranteed card for cyborg.
3) equipment cards have synergy within themselves and with other cards- think Robin. Card drawing cards have little to no such synergy that is distinctive and advantageous only to them.
All in all, I'd say Cyborg's card drawing is clearly superior to that of the Flash. Add in what I would consider about 75% of Superman's ability and you have one of the best (if not clearly the best) characters in the game.
