We felt the same way when the change was proposed. After a long period of play testing, it's become clear that this very nicely balances The Flash with the other Superheroes. It places him solidly into the middle tier; he is slightly weaker than Wonder Woman, Aquaman, and Martian Manhunter.
Try playing with this adjustment for a few games. Let us know if you still believe this makes The Flash overpowered.
