Some cards that appear over or under powered in a 2P game can be just the opposite in a game with more players. Superheroes that work better with a variety of cards types, like GL and Cyborg, do better in larger game than smaller ones. GL wins a lot of our 4 player games. One thing we do is always deal out 2 heroes to each player and let them choose, so no one every gets stuck with what they deem as the worst hero.
Flash is one of the worst Superheroes regardless of game size. Changing his power as you suggest might make him more playable, but his fundamental weakness still remains. Cards that draw cards are good for everybody.
Man of Steel is really strong, but so are cards like Lobo and Super Strength if gotten early. If an early MoS are a problem, then shuffle him into the bottom half of the Main Deck. It will decrease the times that he shows up and lessens the times someone can abuse his powers. Or just take him out as some people who have complained about his OP-ness have.

Hello, Casey! We completely agree; the Superheroes' values change depending on the amount of players in the game. This list is for 2 player value only, and the multiplayer list should be posted soon.
We're glad you picked up on the balancing of The Flash. As you said, he is now playable but retains his weakness.
Cards like Lobo and Super Strength are definitely powerful if gotten early, but we do not believe they make the same impact that Man of Steel does on the game. Lobo, Super Strength, Princess Diana, Dark Knight, etc are all very good cards at any point in the game. Man of Steel sways the game so forcefully that we felt it needed to change to preserve the integrity of the game. The fun-factor and flavor of the card were too good to dismiss completely though, in our opinion.
