In theory Ongoing doesn't say attack although it does effect players like an attack.
i.e. The Crisis card "Alternate Reality" has an Ongoing frustration...errr...ability "At the start of you turn, destroy all Heroes in your hand. Gain that many random Villains from the destroyed pile and put them into your hand."
I have a sweet Swamp Thing, Power of the Green with a location combo going and I don't want to loose it to this card. Can I use my Flight card's defense ability to block the Ongoing from affecting my hand this turn?
My opinion, anything affecting the players (discard, destroy, give another player...,) or another player, by definition, is an attack. It's an Ongoing attack but an attack none-the-less. I will play it as such until we get the official word or the discussion here convinces me otherwise.
