Well, in terms of BUILDING a deck, I see it as a flaw. I have not had a chance to test this out, but I'm planning on trying this "strategy": Each turn buy the maximum VPs, without regard to anything else.
Considering that almost every card has 1 VP, I'd be looking for the 2 point cards first (Best VP to cost Ratio). It may be that attacking a Super Villain would net the most VP in a turn, but not necessarily.
If this Strategy works consistently, then this isn't a deck-builder, or at least not one that requires any planning. That would indicate that the VP arrangement on each card is a flaw theory is true.
